National Expert to support MED POL in implementing desalination guidelines in Libya

About the role

The United Nations Environment Programme (UNEP) is seeking a National Expert to assist the Mediterranean Action Plan (MAP) Programme for the Assessment and Control of Marine Pollution (MED POL) in applying updated desalination guidelines in Libya. This remote consultancy will run for ten months and focuses on guiding national authorities toward sustainable, low‑carbon desalination practices.

Key responsibilities

• Support UNEP/MAP in the implementation of the UNEP/MAP Guidelines on Sustainable Desalination for Libya.
• Provide technical advice on retrofitting desalination plants to meet environmental standards and reduce carbon footprint.
• Assist in developing national action plans, regulatory measures, and permitting procedures in line with the LBS Protocol.
• Evaluate intake and outfall impacts, brine treatment options, and resource‑recovery technologies.
• Coordinate with regional stakeholders to ensure compliance with Best Available Techniques (BAT) and Best Environmental Practices (BEP).

Required profile

• Proven experience in desalination technologies and environmental management.
• Familiarity with Mediterranean marine pollution regulations and the LBS Protocol.
• Ability to work independently and provide expert guidance to national authorities.
• Strong analytical and report‑writing skills.
