Legal Identity Strategy Consultant (Contract)

About the role

IOM is seeking a consultant to lead the update of its Institutional Legal Identity Strategy. Based in Athens, the consultant will work closely with IOM teams and partners to ensure the strategy reflects the latest migration dynamics, institutional priorities, and Member State needs.

Key responsibilities

• Review and revise the existing Legal Identity Strategy in line with the IOM Strategic Plan 2024‑2028.
• Integrate cross‑cutting themes such as civil registration, identity management, and consular services.
• Provide technical guidance to Member States and partners on rights‑based legal identity systems.
• Coordinate with the COMPASS programme to align strategy outputs with multi‑regional migration governance objectives.
• Produce deliverables, briefing notes, and recommendations for senior IOM leadership.

Required profile

• Proven experience in legal identity, civil registration, or migration‑related policy development.
• Familiarity with UN or international organization frameworks.
• Strong analytical and report‑writing abilities.
• Excellent communication skills for stakeholder engagement.
