About the role

The Construction Manager provides on‑site construction management and contract‑administration support for complex Navy and Department of Defense facility projects. The role monitors cost, schedule, quality, safety and scope throughout planning, construction and closeout. It is a full‑time, primarily on‑site position located in Vicenza (Italy), Sigonella (Italy), Rota (Spain) or Souda Bay (Greece) and is employed locally through a third‑party employer of record.

Key responsibilities

  • Monitor contractor performance, schedules, cost, quality, safety and compliance with contract requirements.
  • Review quality control plans, accident prevention plans, submittals, RFIs, schedules, invoices and other construction documentation.
  • Conduct site investigations, constructability reviews, pre‑construction, progress and partnering meetings.
  • Evaluate technical issues, change requests, claims, disputes, scopes of work and independent government estimates.
  • Coordinate with government personnel, designers, contractors, facility users and installation stakeholders to verify progress, as‑built drawings, O&M information, training, testing, commissioning and final acceptance.

Required profile

  • Legal right to work in the assigned duty‑station country; U.S. visa or SOFA‑status sponsorship is not available.
  • At least five years of experience as a construction engineer/manager, project manager, superintendent or CRO on Navy, DoD, host‑nation or comparable government construction programs.
  • Bachelor’s degree in engineering, construction management, construction science or building construction (or equivalent professional license).

Required skills

  • Proficiency with critical‑path scheduling tools such as Primavera and Microsoft Office.
  • Knowledge of EM 385‑1‑1 occupational safety standards and host‑nation construction requirements.
  • Current Construction Quality Management certification or ability to complete required CQM training within 90 days.
