Costing Manager II – EMEA/LATAM

About the role

The Costing Manager II supports the Costing Directors in delivering accurate clinical study costings across the EMEA or LATAM regions. Working within the Costing Department of the ECS group, the role collaborates daily with internal stakeholders to align project budgets with strategic delivery plans.

Key responsibilities

• Review RFP scope and specifications, initiate and continuously update the pricing tool throughout the cost finalisation process.
• Adjust system‑generated budgets independently or based on feedback from Costing Directors and other stakeholders.
• Participate in RFP‑related meetings such as risk assessment, pricing strategy, senior management calls, and bid defence preparation.
• Lead the preparation of full proposals, ballpark estimates, abbreviated responses, and re‑cost estimates, either independently or in support of a Costing Director.
• Develop customised monitoring strategies using the monitoring calculator and integrate them into cost models.
• Review pass‑through items, vendor quotes, and coordinate adjustments to ensure accurate budgeting.
• Collaborate with resourcing, senior directors, clinical operations, and GCTO to secure timely project team assignments.
• Support the maintenance and update of country‑, region‑, and client‑specific costing rules and algorithms.

Required profile

• Strong analytical background with experience in clinical study budgeting or related financial planning.
• Excellent communication skills to liaise with multiple functional teams and external vendors.
• Detail‑oriented mindset with the ability to manage multiple RFP processes simultaneously.
• Proven ability to work independently while adhering to organisational standards and SOPs.
